CLARKSBURG, W.Va. (WV News) — The Harrison County Commission will consider issuing requests for proposals for elevator replacements, a new Animal Control facility and a farm facility at this week’s regular meeting.

Commissioners will consider the text of a draft request for proposals for a “regional farm facility” feasibility, site use and disposition study at a 54-acre parcel near North Central West Virginia Airport. The commission previously voted to sell the land, with an approved site development agreement that would include the county retaining 10 acres for a barn complex for 4-H, the Future Farmers of America and other agricultural programs.

The proposed RFP breaks the services to be provided into two phases, with continuance into phase two contingent upon the commission’s approval.

The first phase would include community consultations, potential facility content requirements and recommendations, cost-benefit and economic impact assessments, siting and access analysis, operational and capital cost estimates, ownership and delivery models and a public presentation of the draft concept.

The second phase would include more detailed facility content requirements and recommendations, refined facility design cost estimates, analysis of financing options and in-depth analysis of operating costs.

The commission also will consider a request for proposals for a new Animal Control facility, with the location not specified.

Commissioners also will consider drafting a request for proposals for new elevators. Both public elevators in the main courthouse lobby and the freight elevator have experienced issues over recent months. The commission voted earlier this month to seek grant funding for elevator replacement.

In other business, the commission will:

— Consider a $2,000 funding request from Healthy Harrison.

— Consider a $1,700 travel request for an E911 staff member to attend the Association of Public Safety Communications Officials Conference in August.

— Hold hearings on “unprogressed” or delinquent estates.

— Consider budget revisions for the General Fund, Prosecutor’s Office and Sheriff’s Office.

— Consider an agreement with the West Virginia Department of Transportation regarding a Harrison Regional Industrial Park industrial access road.

— Consider a request from county staff to shred grant-related documents that are past their retention requirement dates.
